Since policies and action plans on climate change have largely been initiated at the state and local levels to date, many state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) are now being asked to consider climate change mitigation. However, these requirements are often being made without specific federal guidance on how to implement mitigation options.
